The DOJ has never prosecuted a case like this without intent. I've been in long enough to see multiple instances of negligent handling of classified information at varying degrees of severity. There is never a uniform, mandatory punishment for the offense. One LTC didn't even lose his clearance for it, he was fucking promoted out of the unit. Why? Because he was connected.
