There are people, but they're rare, and usually primitive as well.

It's like cocaine. Here in the US, it was considered a more civilized and respectable party drug than alcohol in the late 19th century.
The problems it brought were nothing more than cigarettes, as far as crime goes. Health-wise it was safer even than tobacco.
The government actually had to make up bullshit lies to convince our citizenry to allow coke to be banned. "The negroes get high on cocaine and rape your white wives, DEMON DRUG!"
So rather than banning the negroes, they banned the cocaine.
And cocaine became associated with organized crime rather than the druggists(now called pharmacies) who used to sell it.

Cigarettes are almost as addictive as opiates, but you don't see the bad crime associated with them because they're sold in every convenience store in the US. Just people selling untaxed cigs, mostly a minimal white-collar "crime".
The white market can always outcompete the black market when it's allowed to compete. Government never helps the situation and that's by design. For if the government actually cures problems, it eliminates its entire reason to exist in the first place.
Government causes problems to legitimize itself into existence.

Trump isn't anti-drug it should be noted. He's much like I am. He sees the market as a means to break the criminal scourge associated with drugs.

Think about it like this: RC drugs, which are mostly grey-white market, don't have the crime associated with them, and some of them make the likes of meth, cocaine, and heroin seem tame(a-PHP, U-44770 come to mind). But the RC market can outcompete the black market in RCs because they can market and advertise. And the biggest problems associated with RCs are scamming, chem mix-ups, and rare cases of addiction. Certainly far less problems by and order of magnitude than outright black market drugs. It should be noted that lots of black market drugs can be had now via the darknet without the associated crime.
There's a LOT less crime trouble with darknet drugs than with street dealing, because the darknet drug sales are almost white market in nature, in that there's marketing and advertising in places, and law enforcement is less able to interfere and bring violence with them.
