Your statistic disregards the fact blacks are more likely to have interactions with the law to begin with.
A study was done of traffic stops in New Jersey attempting to explain why black people are pulled over more frequently, with the leftists at the Justice Department demanding it on a quest to find racism. Instead, they found that's blacks sped more often and sped by greater degrees. The study was promptly buried by the Justice Department and called into question by dedicated leftists.
