Portlander here. I was there listening to the BLM speakers after they had walked up the steps of city hall and demanded that the head of police come down (he did not come down and soon after they marched). The man with the gun was about a block away from the speakers and main mass of people. It seemed like he put the gun away without too large a confrontation.
The protest was largely peaceful. The march did close down a bridge for a few hours but I don't know how much damage that really caused. There were some police officers on motorcycles keeping a loose perimeter around the protesters some 3-4 blocks away as to not to cause any undue tension. I think it was the right call.
