Welfare only really works as social programs, paid housing, food, and medicine only get abused by the worst of the worst and they rest on their laurels. Social programs act as active support to make them a part of society

Welfare in the USA is used mostly by single mothers. The result would be more abortions and child abandonment, meaning that you'd have more orphans and child abuse. Also your infant mortality rate would skyrocket. IIRC it's already the highest in the developed world.
