It would have to start with a social movement at the state level. Once the policies were implemented in several states, push for them at the national level. Get the black churches involved so there is a democrat constituency backing it along with family values Republicans. Unbeknownst to most Americans the welfare system has already undergone substantial reforms putting control of funds in the hands of state governments. This movement could simply build on those successes.
