Owning handguns and rifles except hunting rifles was illegal in Empire, and after soviet revolution Lenin government issued order to all citizens to surrender all weapons they had including hunting weapons. Only 3 years after revolution soviets allowed citizens to have hunting weapons, but it had very complicated process to get permit.
Stalin didn't change anything in weapons regulations laws, except obvious turmoil during WW2.
