No, Spartans were not ethnically the same as their slave population. Spartans adopting the language and customs of the land does not make them Greek. Similar to how Pakistanis adopting the English language and English culture will never be ethnically English.
The Spartans unlike the Dorian aristocracy of other city states were not mixed. Perhaps they mixed with the nobles of what was left of the Mycenaean civilization in the pelopenusses when the Dorians migrated to Greece in the 12th-11th century, but that's about it.
