No it can't. It would take a while to pay for the wall with all the means available to us, probably at least a whole term. Not that we couldn't pay for it by taxing/confiscating money sent to Mexico by illegal workers here in the US, cutting federal monetary aid to Mexico, restricting welfare access for illegal immigrants here in the US, and through god knows what else Trump would do, but we obviously couldn't pay for it in a couple days.
The real problem with the law is the metric fuck ton of lawsuits concerning the government's use of eminent domain that would be required to get the land to build it, and getting congress to approve it in the first place. Trump might not even be really planning on building the wall, in which case he might even make a big fuss over trying to build it, but in the end congress might not even let him. That would be a great way to start off his presidency, by making a big fucking shit show over how congress won't let him do anything he wants, including a big campaign promise that may or may not be entirely reasonable. Who knows what would happen in that case?
