The issue with gun control isn't that guns are not protected rather how MUCH access to weaponry we can have. i.e. automatics are insanely hard to get because of the 1986 gun ban, suppressors must be registered, grenades and the like are basically impossible for the average joe.
If obongo came out and did this outright he would face stiff opposition from everyone even the "anti-gunners". If the 2nd is overturned it sets an extremely bad precedent. that's ignoring the manufacturing capability most Americans have access to. It's easy and relatively cheap to get some basic hand tools, and a guy can make a servicable single-shot 12gauge with some iron pipes and a nail in ten minutes.
Even above that, there are a good dozen CNC machines available to buy time on, and there are plenty of people near me with mills/lathes I can borrow. With those and premade barrels, or after making the tools to cut barrel rifling, one could make an M16 in a semi-reasonable timeframe. It's just a question of will and ability.
TL;DR you can't disarm the country because 1) too fucking many guns already, and 2) most Americans have the tools to build a shotgun in their garage.
