Because it is mostly a limited military procurement cooperation argreement. Iceland, Denmark and Norway already have security guarantees from powers much greater than nordic countries uninted could ever be.
Only way it could be relevant is if Finland and Sweden would join NATO and Nordic countries would act as voting block inside NATO for greater influence than numbers suggest.
