Chances are they will be able to keep firing with intent to kill. Try facing down a criminal waving a gun at you. See how well you do when you wait for them to fire first. I can give you a lot of information on this. The 9mm round is recommended by the FBI because of greater magazine capacity. They determined that when you are talking about handguns the caliber is not going to make much of a difference because a person pumped up on adrenaline is not going to fall down right away even with a fatal injury, unless you hit their central nervous system. Thus, they determined that more rounds on the person is better than less big rounds on the person with handguns. This makes them more likely to hit the nervous system, after several bullets the person is likely to fall down. If you need high stopping power then you need a rifle, pic related is 5.56 mm in ballistic gel, ouch. So, you shoot the person a few times and they don't fall down, sure they may bleed out and die later, but meanwhile they can still fuck your shit up, so law enforcement is trained to shoot until the person falls onto the ground. In short, the more rounds you put in, the more likely you are to hit the nervous system. People will commonly say "Why don't they aim for the legs?" well it is a simple answer. The chance of hitting a moving target for the average police officer who is not putting in a lot of range time is about 30%. So to aim for the legs would just lower that percentage actually hitting the person, and the cops would probably get their asses kicked. With moving targets a large magazine capacity is necessary, especially with multiple targets. Also the idea of a police force that does not kill is foolish, because how else would they force you into prison but ultimately the thread of death? And if they can't force you in prison they can't enforce their laws. And there is no use of a tax farm that can't tax it's subjects. There is no such thing as a peaceful state, all of them in history have had to ultimately use and threaten with deadly force to enforce their laws.
