We should instead create a nation version of what my state, Georgia, does which is a state runned scholarship that pays for a majority of the college tuition as long as you have a set GPA. I think you overestimate engineers earning potential. I'm a technician myself but have worked alongside engineers for nearly 20 years (mechanical and electrical) and have close friends with multiple degrees who are in the engineering field. None of them are making 6 figures.
