Putin was not the president of Russia at the time, Libya's geographic possition made difficult to help, and I don't think Gaddafi had good relations with Russia (nor bad, they where nothing special). Syria is different, the relation with Russia was much deeper (harkening back to soviet support) and the naval base at Tartous was already there.
