Sort of. Whenever anyone claims anything, anything at all, 90% of the time I'll challenge it. If people can actually defend their claims, maybe they're on to something. If they start throwing around insults, fallacies, stereotypes and whatnot, then it's really not that strong a claim.
If a claim can be challenged, it's a belief. If it can be truly defended, then maybe it's as close an approximation as one can have of what is going on, which is as close to the truth as we can get.

They don't think he was on a payroll. They believe that at the very least the shooter was influenced by ISIS ideology, and that there might've been a real connection between ISIS and this shooter as ISIS claimed the attack shortly after it had happened. Why didn't Al-Quaeda claim it? Why didn't Boko-Haram claim the attack? Why specifically ISIS? Most probably because ISIS was somehow involved.

When one turns to the general media and the average socia media, it is filled to the brim with appeals to emotion. Using emotion here will get you called out on it.
