Everything big or outrageous Trump promises is either something the president can already do, something the Republicans would catch flak for if they opposed or something Trump assumes will fix itself. Trump is aiming to be a president who is able to complete as many promises as possible because he already has a lot of knowledge about the limits of presidential power and the degree to which he can push Congress into following his lead.
