Legally, negligence DOES require intent. The intent to neglect. If it is a crime so serious that ignorance is not an excuse then the crime would not be negligence, it would be committing the act. Pleas of incompetence are quite common in legal cases regarding negligence. When it comes to things like child safety and car accident, it is quite difficult to argue that you were unaware of what was expected and required of you (especially since you have to take a test to even be eligible to drive), but when it comes to following proper procedure, it's quite commonly a successful defense.

Leaks and mishandling of class happens very often, especially from incompetence and sheer negeligence and nearly always ends in same ways.

If a junior enlisted or officer, they will lose their clearance and occasionally go to prison. If mid level, they MAY lose their clearance and be sent somewhere else/leave theater. If they are a general or higher absolutely nothing will happen to them, often the rules of handling class are unofficially altered for them from the get go.

It's extremely unfair and part of the reason I left the army and especially CI. You can gnash your teeth about it all day but it's pointless, if you're a big wig in anyway you don't follow the same rules as the little people.
