Because if you are spending state funds on an enormous armaments program this does not actually grow the economy because no demand is being met, no market is expanding, it is just temporary prosperity from government spending. Rearment was what slowed the rising economy down and put Germany in debt, forcing it to go to war. That was a choice Nazi Germany had to make, to either rearm and face war as to avoid going broke over the debt, or not doing so and having a succesful state. Loads of money was spent on infrastructure and it kept unemployement low. You can't proof at all that Hitler NEEDED to go to war had his original choice of going with the Four Year Plan been a different one.
