Yes, those are the people training the conscripts, working as pilots etc. They work for the Defence Forces or the Border Guard and get their salary from them. The active reserve is 230 000 men, and this means the people who have received training for 6, 9 or 12 months. However, only about 8000 of them are working for the Defence Forces; the rest live normal lives. Occasionally they take part in refresher courses, but other than that they have civilian jobs and lives. If war breaks out, they are the ones that are put on the field. There are 900 000 trained men and women who could theoretically fight, but the 230 000 form the active reserve. There are also those who have been released from service in peacetime due to a reason or another, and if the war was going very badly, they might be put on the field after a quick training.

Those are the scouts who have a much harder training program. Your typical finnish solider has a beer belly, heavy smoker and oversized clothes. He also complains when he has to march instead of taking the trucks to the shooting range. Witch he has visited about 6 times during his time in the army. Less if he has been "sick" alot.
