Valve, like every massive company, are shady and only care about money, though they're smart enough to push case roulette to that 99.9% of 'gambling' so they are safe legally. The youtubers involved with CSlotto are straight up breaking laws with the FTC and not disclosing their relationship, they are not safe legally.
