I don't really know about Canada, but I have seen a lot of people in the U.S. say they can't get an apartment for under some figure like $1000/month when I can find $400-$600/month places almost anywhere in the U.S. in 5 minutes of sorting Craigslist by lowest price. There are a few exceptions, like the middle of Manhattan of course, yet not many.
If someone truly is in a place where all apartments are super-expensive (and did such a Craiglist price-sorted search to *really* check), then it might be time to move elsewhere. Living out of a vehicle for several months to build up savings might be an option too, not pleasant but possible temporarily, using 24-hour gym memberships for showers and so on.
Most people get a new vehicle for $20000 or the like, to always owe payments upon, instead of getting an used vehicle for $3000.
Build up savings. Minimize expenses, even if having to temporarily stay in a lousy place, and that is the root of advancement.
