I don't think that's the right way to think about it. Ideology is to genetics what software is to hardware. Both matter but it's non sense to say that one matters more than the other. Certain software cannot run on certain hardware. Some can but will glitch, crash or perform poorly. Certain algorithm may make a certain software run a machine which wouldn't otherwise on account of its greater efficiency.
