If you want to set up negotiations quickly, you better just hand in Article 50. Until it is handed in, nothing as in NOTHING will happen.

But we have 28 different tax systems, and any company worth anything establishes itself in the best tax regime.. That's why so many companies have Ireland-Netherlands-Bermuda constructions going on for tax purposes. The EU encourages this, with the CJEU going so far as holding that the Freedom of Establishment within the EU means companies SHOULD establish themselves where it's most benificial to them, because that was the hole idea behind the freedom of establishment in the first case. Sure, I'm so glad the EU stepped in to stop the reduction of the minimum wage in germany, or isnt supporting france stripping workers rights, or isnt trying to push the TTIP, or isnt ignoring referendums or forcing them to be redone when the result doesnt agree with them.

Let alone the number of times the EU's court has just ruled in its own favour for arbitrary reasons. This isnt a question of agreeing to sovereignty, it's a case of a trade consortium assuming rule of law over its members and ignoring multiple members who voted against it in a supposedly unanimous agreement.

If you have to do something by stealth then it's clearly not in everyone's best interests.
