The ISIS fighters in Manbij are well concealed and fortified by the city terrain. Air power can only do so much, hard targets have to be identified by infantry and that targeting information has to be rapidly passed to the air support centers, and it's time sensitive, it's much harder.
However any relief for lifting the siege is going to have to come via breaking the envelopment of the city and reinforcing the existing garrison. That requires massed troops in the open, and they don't have the air defenses to do that.
The encirclement of Manbij is decisive its just a matter of time now.
This is Assad's problem with taking Aleppo the Rebels in the city are fortified and being freely reinforced and resupplied.

The weird box things have slowed the TOW's effectivness, while the T-90's Shtora system has worked against TOWs.
The T-90's get hit whenever their hatches are open (opening a hatch deactivates Shtora, so the person leaving the vehicle doesnt get shredded when the turret spins to face the incoming TOW)

IS bombing kills 125 Ramadan shoppers in Baghdad
At least 125 people have been killed and about 150 injured in an explosion claimed by the so-called Islamic State group in Baghdad, Iraqi police say.
A car bomb exploded on a busy street in the central district of Karrada late on Saturday.
The mainly Shia area was busy with shoppers late at night because it is the holy month of Ramadan.
Iraq's Prime Minister Haider al-Abadi was met by angry crowds while visiting the scene of the blast on Sunday.
A second bomb also exploded at about midnight in a predominantly Shia area north of the capital, killing another five people.
The bombing in Karrada is the deadliest in Iraq this year and comes a week after Iraqi security forces recaptured the city of Falluja from Islamic State (IS) militants.
Authorities said Falluja was used as a launch pad for attacks on Baghdad.
