Californian here who doesn't give a shit about liberal vs conservative to begin with and I'll give you my perspective.
California is desired because of its nice features including the weather, the geography, the things to do, and people like the socially liberal atmosphere here, as compared to living somewhere like Mississippi that has nothing to do and is full of white trash and hicks who do nothing but shoot their guns in their backyard and talk about Jesus all day.
You have all the problems of overpopulation, that is a main issue of California, because it's desired. So you get higher prices in certain desired areas, traffic, more illegal immigrants, crowded cities, etc.
The business regulations can suck here, but there is new lucrative opportunities because of the high population and all the trendies.
Most people I know who have left the state have done so because they made really bad choices (like gambled all their shit away) and had a hard time recovering because they had a very expensive lifestyle to begin with. Those are the people I often find who move away from here... they want to have low tier to average jobs and expect to live in giant McMansions with rooms and accessories they barely use, expensive cars, etc. so they can maintain a consumerist and extremely materialistic lifestyle, while yet they secretly envy living in California and being able to afford their lifestyle with living here.

The problem with mixing the importation of 3rd world labor and exportation of jobs to foreign countries is that, especially if it only benefits one area of the country, is that it drives the native labor force in poverty by forcing them to compete with tens of millions of additional competition.
This causes widespread unemployment in states which cannot afford the same policies and destroys them.
The entire point of us being a federation is to work together, once again California is stealing money from the rest of the country. They're the most self centered state in the union. Must be nice being tied up in the same manipulated economies as China and robbing the rest of the populace to smugly argue why your state is better than everyone else's.

The thing with the republican plan the breaks down is when the actual cuts need to be made as a result, you find out what happens when theories become practice.
Theory: Cut taxes, which therefore will allow business to expand. The reduced income from the state won't matter, because the increased business will make the difference up, and if we need to cut we'll just cut the people on welfare.
Reality: Businesses don't make decisions solely based on your tax structure. While their might be a correlation, it is by no means an economic law. Budgeting on perceived growth is a very poor method for governments to budget.
So naturally, the expectation is that we'll cut services no one uses right? Nope, the thing is those services are used, and that is why they exist. So while you might not be the beneficiary, others are. Those others will form coalitions and move issues into salience to elected officials. Once an issue is there, you have a block of voters that might or might not be enough to push you out of office. This isn't just welfare, this is any cut to any program.
So the weak-sauce approach of most politicians is to make "across-the-board-cuts". Legislatures don't want it on their record, so they push the governor to do it after they pass laws that the governor can only cut or restrict allotments if it is even for all agencies (such as in Kansas, although recently repealed the same thing happened). The whole idea that politicians will make strategic cuts in government programs is a joke and rarely happens that way. Cutting taxes cuts everything in spending.
Sure, that might be the agenda and end game goal people support. Then they complain that police & fire aren't good enough, roads are falling apart, parks are unkempt, the schools your kids go to are awful, the local hospital doesn't have specialists so you have to travel and on and on.
I'm not arguing with your approach, I'm just pointing out that theory rarely equates to reality.
