A entire overhaul which branches into two types of high schools. 90% go to their chosen specific job preparations and eventually into internships/ apprenticeships. The smartest 10% go to learn higher education where it focuses on job prep for jobs that take longer then 5 years of learning. Doctors, lawyers, architects, etc.
If you flunk out or are a failure your chosen profession you can always attempt to open your own business, start a internship/apprenticeship again (if you can find a sponsor) or fall into the cracks of manual labor or other jobs which do not require specialized training.

There is nothing wrong with education. Students are getting as out as they put in.
If you want to make better students than what is currently possible you will need to lengthen the school day and have a year-round calendar with no holidays or weekends to isolate students from friends, family. home life, and other distractions that are impediments learning.

perhaps teach children critical thinking skills and allow them to express their creativity. Hire teachers who are interesting, passionate and in it to teach, not to collect their next pay check.

Remove the public part.
Privatize it. Public schooling is only useful for creating people dependent on government, be it teachers and poor fathers whose children will be indoctrinated there. The only people who could possibly be interested in keeping it public would be those who directly benefit such as teachers, bureaucrats and politicians who want an excuse to raise taxes to pretend the inherent problems of the government education monopoly will be fixed by throwing more money at it. The other people who could be interested in keeping it are authoritarians who would rather see everybody else's children indoctrinated in whatever they believe in for some absurd "greater good" rather than let their parents choose, those people are against freedom.

Give them a check via government if they can't afford it. It'll be cheaper than the current system and people won't have to maintain the shitty public schools even when not using them.
