The collapsible stock allows the gunner to hide his weapon much better under his clothes or in a case. Hiding a weapon with a non-collapsible stock is a pain in the ass.

It's a pretty safe bet to say they (meaning the hardcore anti-gunners in the brady campaign and moms demand) want semiautomatic rifles banned, as well as handguns. That just doesn't really fly with the electorate, so they go for ones that "look military," or at least, that was the strategy when these laws were written (early 90s). Certain cosmetic features as well as bayonet lugs etc, are on a list where you can't have more than a certain amount of them (usually two but sometimes one, depending on how the laws are written).
The abortions you see in pics like OP's are attempts to eliminate banned cosmetic features while still maintaining full functionality and being in compliance with the (admittedly stupid) law.
