The reason Virginia went for Obama after Bush, is because Military members were pissed with establishment Republicans. Trump isn't the establishment, and has favorable numbers among Military members. NOVA doesn't decide Virginia. Military members do, and there are plenty up there. It's too much for Clinton to overcome, especially after Benghazi.
