President Polk sent Trist to negotiate the land treaty with Mexico, and instructed him directly to try and grab Baja in the negotiations. But Mexico was in total chaos, because they're really just savage Indians down there, and it was very difficult to negotiate meaningfully with them and anarchy was about to break out, so he ended up negotiating for a smaller land mass that Polk had instructed him to. When he got back to Washington Polk fired him for insurbordination, but it was too late, the treaty had pretty much been negotiated, and we didn't end up getting Baja.
