Boris's plan was for the leave side to lose by a narrow margin. With this, he could say that half the country views were being ignored.

He could then gain support of the Conservative party with the Eurosceptic MPs and put pressure on David Cameron to achieve something before he goes (David Cameron said before the vote that he would not be leader after it).

This has failed as Leave actually managed to win. All the Leave politicians were supporting Leave but were expecting it to lose which would gain them more legitimacy. However, Leave won so whoever activates Article 50 commits political and Union suicide and put the UK into another recession.

Basically, Boris (and some other Leavers) lost by 'winning' and all this EU referendum was a political power grab campaign by Boris and other Leavers.

Boris doesn't support Brexit. It was just a powerplay to get into Downing Street. Boris' plan was to stay in the EU by claiming that he'd got a better deal from Juncker and Merkel and therefore there was no need to leave.

He met Gove yesterday and Gove demanded assurances that Boris would actually commit to Brexit. Boris tried to outsmart Gove by talking about how much he wanted Brexit while refusing to commit to leaving. Gove walked out of the meeting and declared his own candidacy.

At this point, Boris probably won't win because the Eurosceptic vote is split while all the Europhiles are supporting May. Boris quit rather than risk losing the leadership contest. He figures he can always stand again in a few years, once May crashes the party into the ground.

Young people are also very pro remain and rainfull hurts their generally low turnout even more.

I honestly don't see how it helps Belgium with anything besides creating even more non-productive government jobs if the EU spends money to plan EU buildings in Brussels.
