We're paying for a debt that was accrued by a population that is leaving Puerto Rico for the mainland. Because of this the smaller population cannot pay off the debt accrued by a larger population.
Frankly, this is a good thing; Puerto Rico's economy doesn't have that much going for it and the labor force is moving to places where more growth is possible, but it could cause a landslide effect that completely empties out Puerto Rico too quickly and the mainland can't accommodate the exodus. That's why the federal government needs to lessen the burden. Wealth has moved from one part of the United States to another.
