I'd say it's the modern day Gestapo. The organizations who orchestrate 'random murders', terrorist threat arrests and terrorist attacks.
Every country have these organizations and they are the exact same thing as the Gestapo used to be, only they're much more ruthless now since they're operated by Jews and they go under different names now and not 'Geheime Staatspolizei' (Secret State Police).
