Can a civilian afford to operate/maintain such equipment? Even if one of the richest men on the planet decided to make his own personal air force there are laws in place to keep sensitive equipment out of the hands of entire nations. We don't even allow certain CNC equipment to be sold to China because they could reverse engineer it.

Particularly dangerous arms should be background checked and registered to the individual with the state government not the federal government. Such as mini guns and mortars.
