Actually it's probably more the other way around. Rural areas generally cost more because of the peace and quiet as well as being large plots of land. Minorities can't afford that shit and end up in apartments and slums in overcrowded cities as >>79030433 mentions. This overcrowding leads to there being far too many people in one place for cities to legitimately handle with public systems and that leads to lowered education funding (leads to lower test scores, leads to lower funding, etc etc thanks W) and standards of living. Some do make it out on grit and the unbelievable power of human determination (one hell of a drug), but they are the minority of the minority.
Regardless it's a very nuanced and cyclical problem that requires not only policy and infrastructure changes, but also changes in the attitudes of individuals.
In the end, it'll probably never really be fixed because most people don't want to recognize complexity in the world. Everything is clear-cut black and white, left or right, good or bad in their minds. It's tragic really, human nature causes tribalism, hatred, vengeance against such things, and a myriad of other thoguhts and feelings; but it never urges people towards believing in themselves and their ability to change things. Instead they turn to the figures on TV, the politicians who write laws, and others who are really just a minority of the population in the hopes that they can fix everything with a word of the lips and the flick of a pen.
