I try doing NCR, Legion, or House play throughs but in thr end I can only fight for a free independent New Vegas.

That place in the Fallout world is barely a step up from tribal savages, there isn't a lot of industry going on. That said, you have modern states today using virtual slave labour. Look at Israel, UAE, China, India. They all have varying degrees of development, modern industrial capacity, but they use slaves because slaves are cheaper than machines.

The Legion uses guns. Hell they use artillery for that matter. They are also better trained than NCR conscripts (they mention that most soldiers get a week or two of training at most. compared to legions lifetime of training) and legion is shown to be using far better tactics than the NCR's incompetent leadership can even comprehend. The fact of the matter is that despite NCR's technological advantage they are so incapable of making intelligent decisions that Legion pretty much has the upperhand through the entirety of the war and its only through the players intervention that they can be stopped
Caesars whole thing is that reliance on technology made the world weak. He's attempting to establish a solid bedrock of values and cultural institutions in order to restart civilization. The NCR on the other hand is attempting to just put everything back together the way it was, which Caesar argues is misguided because they are attempting to copy failed institutions without even knowing the reasons why they came about. He points out how much of a joke the NCR's republic is when the only time they were ever successful is when they were led by essentially a monarch for 50 something years.
