ARPA created a packet switching network with TCP/IP support back in 1969, it was used to transfer information up to Top Secret in between US Government military bases and other places.
Around the 80s the network got split into a non classified network (The technology of which later got turned into the Internet which you use today, which is why this happened) and a classified network (NSANET/SIPRNET/NIPRNET/etc) for US military use.
So really that's an outright false claim, but the technology that the internet uses (to a point) was originated in a US Military development program.
