Basically, since the 60's, real estate agents and any non-mom-and-pop landlord can't discriminate in renting or selling. It was in response to "redlining/redlisting"... concerted efforts by neighborhoods and agents to keep minorities out to hold their property values high.
Theoretically maybe such a town is possible as long as it's all single-family homes with no one person owning more than 4 at a time
