You need some sort of mechanism in place to stop this so that your society can keep rising instead of falling back into a primitive state. One way is to enforce artificial scarcity on breeding through a tax program. Another is simply to have some rational minimum standards of parenthood in place.
For example, we don't want a trailer trash slut with no job getting knocked up with 10 kids, having no means to pay for them, and then she either has to live off the dole or let her kids die, or suck off charity. Either way it's a horrible dysgenic situation where her breeding is being subsidized.
