I have given the idea of creating a new sovereign state a great deal of thought.
There are exactly two places where it could be accomplished.
Bir Tawil: A completely unclaimed chunk of land that supprots desert acacia trees. Humans could live there and you could use atmospheric water condensers powered by solar panels to create water. It would be like living on Tattoine, but it's totally possible.

La Güera: An old Spanish town on the western side of the Ras Nouadhibou peninsula, bordering Mauritania.

My thinking is that in any event you'd want to start off as some sort of green new age science/political science outpost. "We aim to foster open dialog between the peoples of the world and encourage others to live in a zero impact zero pollution way of life that fosters good will towards our fellow man and respects the earth" or some shit.
No one would ever let you just start up a new country.
You'd have to have a really good reason to get your outpost started, and then use political shenanigans, bribes, and armed resistance to keep it for the long term.
