A lot of fat guys are too fat to do hard cardio right away, because they get exhausted too quickly. You've got to start them on something comfortable and let them build up a sweat without becoming exhausted and demoralized.
Remember, when you're dealing with seriously overweight people, ANYTHING helps. It's a miracle you got them into the gym at all. Building muscle of any sort will help them burn off some of that fat and over time you can gradually move them to something more cardio-based.
That said, in my experience a bit of shaming is actually appropriate.
