I think what's happening in Scotland is an inferiority complex. Our culture is somewhat oppressed and we're struggling with our identity, and so to compensate we go against the tide and be as liberal as possible, possibly because we see ourselves as put down and so want to go the opposite way and give everyone as much freedom as possible. Either we'll split away to try to gain a sense of what we are, or we'll be resentful that we can't. I'm not too sure of how it can be resolved other than we gain independence eventually and either blunder or succeed while realising our identity in the process for better or worse.
