He can literally order all of the military to pack up and leave those countries. The military's relationship with the office of the president is different than the other agencies.
Also Obama has been a lackluster president who didnt follow through on many of his campaign promises. Hopefully Trump won't disappoint.
I know quite a few other people who dislike that we have such a large military presence in Europe, and want to reduce our overseas military presence.

The EU collapsing and losing members is actually good the US. If we don't have to negotiate with the EU as a whole on trade it becomes easier to have more favorable trade agreements. In the short run the BREXIT hurts the world economy, but it will bounce back fast.
