Using water as a working fluid is why current reactors (designed in the 60's) are so terrible.
Water must be kept under pressure to be used as a working fluid, meaning the entire reactor has to be a pressure vessel. It also limits the upper bounds of temperature a reactor can operate at. Salts are liquid at the most efficient temp ranges (higher temperate differential with environment = more efficiency in most cases), have better thermal transfer properties, don't flash to steam, don't break down into hydrogen and oxygen within the reactor (all current water cooled reactors have re-combiners for this reason).
Water a shit. Water flashing to steam allowed Chernobyl, Fukushima and 3 mile to happen. It is an inherent design flaw.
CO2 gas turbines are more efficient than steam. They are already looking at using them with coal for massive efficiency increases.
