The reason Texas could secede isn't because the Texas constitution allows for it or even talks about it, its because article 1 section 1 clearly States that Texas is bound by the US constitution period and that Texas has the right to change its government at any time the people decide to. Every attempt to stop secession has come from the scotus or potus not the constitution, since Texas is bound only by the constitution not scotus or potus or the many States and while the constitution doesn't specifically allow for secession it also doesn't disallow it.
