Nigel Farage was never in any position to lay out plans with what would be done with money that wouldn't be sent to Brussels. He could suggest things and tell you the possibilities. He wasn't running for election with a manifesto that'd give him a mandate to implement policy. It was a simple choice: in or out of the EU.
The word "propaganda" is overused by the left, frankly, and it's ironic when their side dabbles in it far more. Consider, for instance, this attempt to hold him to account for an off the cuff remark that any idiot knew had no substance to it as a pledge or promise because this was a referendum and not a general election.
