As someone who was in food service for several years, it's good the way it is.
It's important to realize that the way the system works is that servers still end up cumulatively making minimum wage, but that employers essentially only pay the difference between what they get from tips and what they're supposed to get. If you bring in more than the minimum you keep the excess (still have to pay taxes on the income of course).
So if I'm working 40 hours a week and I bring in $250 in tips, then my employer only has to chip in another $40 that week to make up the difference, but if I bring in $300 in tips, I get $10 more than I would have on minimum wage and it doesn't cost my employer any money.
This allows restaurant owners to keep the cost of eating out lower, which encourages more customers and, in turn, more tipping.
The only servers who bitch about tipping are the ones who can't be fucking bothered to make a very basic effort.

But now they only tip like 3 dollars on that meal. Now I worked at gourmet restaurant. The cheapest appetizer was $12. And the cheapest entree was $24 dollars. So an average couple was a $50 dollar bill. And usually make $10 on that table more or less. Now say a family of like 6 comes in. Thats a $200 table. Making like $30 bucks on that table. For an 8 hour shift, I'm leaving with $100 cash. And that's on an average day. The most I made was $200 on a shift.

Some states allow tips to be counted toward meeting that wage. When you see people complaining about tips -- that's the people who OWN the resteraunt, trying to get customers to pay their servers wages in addition to paying for the food.
In most states, such as California, tips are completely in addition to minimum wage. So servers make more than literally every single other minimum wage job.
You don't need to tip anyone but your bartender, but it's nice to reward a place for good food and service. I usually leave 20% tip for a good meal, with 10 marked for KITCHEN and 10 marked for WAITSTAFF. I vary depending if one was worse or better than the other.
I get noticably better service at my regular spots than anyone else, because the kitchen and the waitstaff knows I'll reward them. I don't mind paying a bit extra for better quality food and new drinks getting brought out without me having to ask, and I don't mind at all when those drinks don't show up on my bill because the waitstaff pull favors.
If I ever have so little money I can't afford to throw away money on tips, I don't have enough money to go out for dinner.
