She was autocrat of Ptolemaic Egypt. However she was having civil wars with siblings. This is the old story of the Ptolemies.
Every male in the Ptolemaic dynasty was named Ptolemy, every female was named Cleopatra, Berenice or Arsinoe.
Pretty much every ruler had to fight civil wars against their brothers, sisters or mother. Cleopatra was fighting against her sister Arsinoe when fugitive Pompey landed in Egypt, with Caesar a few days behind him.
This brought Roman interest into Egypt. She form a relationship with Caesar and Egypt remained independent because of this. Eventually Caesar was killed. Cleopatra bedded with Mark Antony to secure a Roman ally, but then Octavian defeated them both. This ended Egypt and made it a part of Rome.
