He got baited in in 1940 after Hitler's initial sucesses with blitzkrieg, he's quoted "I just need a few thousands deaths to sit at the winning table", clearly things didn't go as planned.
The problems with italian army are mainly shitty generals and bad equipment, especially the second. Africa campaign was disastrous with that many troops having so few supplies.
Italian navy and aviation were really good, even though they didn't have the numbers to compete with the english.

there was the triple alliance between Austria, Germany and Italy but it was merely a defensive pact set up during Birsmark era to mantain peace throughout Europe.
Italy didn't initally enter war due to the defensive aspect of the pact, there was eventually a political dilemma wheter to intervene or not, especially inside the socialist party, Mussolini himself, who was for the intervention got kicked out from it and that's the reason he founded his own movement.
Eventually the intervention side won because of the irredentism aspect, Austria still owned part of north-east Italy.
