-clean criminal record, never been forced into a mental institute, not on the list of persons banned from owning firearms

-fill in a questionnary about gun safety, gun laws and your reasons for being interesting in sport shooting
-get a shooting license and get it stamped by a doctor
-stay at least 6 months in the club
-go through 3 controlled shooting sessions in a year (and wait at least 2 months between two sessions, meaning you can get all three in 4 months)
-ask your club's president for a paper of endorsement (he can refuse)
-buy a safe
-send a copy of all of that shit, as well as a birth certificate (with proof you aren't on adminsistrative control), proof of residency, safe bill, etc and a paper asking for an authorization
-send all of this to your local prefinct
-wait (usually one to three months nowadays, but up until very recently it used to be up to one year or more)
-get your authorization in the mail
-now you have three months to buy a handgun before the authorization is invalid, you can only buy 1000 rounds a year per weapon, only 10 magazines per weapon and the magazines cannot hold more than 20 rounds for handgun (30 for rifles)
To keep it you'll need :
-to renew your gun club fee and license (and stamp from the doctor) every year
-to get your three shooting sessions a year, every year
-you'll have to renew your authorization and do everything all over again every 5 years
The prefinct can decide to refuse to give or renew any authorization for whatever reason, they don't have to justify themselves and there is no recourse.

Not hard at all, it just takes quite a while to get there. The easiest way for a private citizen to get a gun is this.
First you need to join a shooting or gun club.
You need to be a member and participate in club activities for at least 6 months before you may apply for the Waffenbesitzkarte, which allows you to own guns. What kind of guns you may own depends on what card you get.
Then you need to complete a test to prove that you are educated about guns and gun law in germany as well as a shooting test. You also have to prove that you own 2 separate lockable safes where you can store the guns and ammunition in your home (alternatively there is usually a gun safe at the shooting club where you can store your gun). You will also need to own 2 lockable and secure containers to carry guns and ammunition if you keep your guns at home. It's actually 99% about taxes. B permit = taxes gets directly deducted from your salary, C permit = fill out the tax forms. As soon as you earn ok tier money and don't need neet bucks you can go to the local town house after a year and request to get the c permit and they will usually approve it as it's a win-win, more money for the town (they only get a small part from what gets deducted) and you pay less taxes in total.
