You don't seem to have a very good understanding of what a libertarian society is supposed to be. If you really want to know the answers to your questions try to actually read something about their ideas and don't just take memes like "Somalia - libertarian paradise" at face value.

You can't. Actual libertarianism is as much of a pipe dream as communism. There are some good libertarian ideas, but the rest is batshit crazy.
Minarchism is probably the best libertarian society you can get, and even that has its drawbacks.

I think it really depends on the culture. In some societies, giving everyone a gun would not increase crime much. In others it would be awful.
Really I think immigration is the bigger threat to libertarian societies.

Somalia only had its goverment internationally recognized in 2012.

How would a government do that? Obviously they need some instrument to do that and I doubt strongly worded letter will be enough.
